r) systematic and comprehensive compilation and thorough analysis of sex-disaggregated data on situation of women in all areas covered by CEDAW, and specifically various aspects of situation of rural women

w) a considerable part of the State party’s public expenditure is allocated to health and education and that education figures among the sectors prioritized for foreign assistance
c) the impact of budgetary allocations on the implementation of child rights has not been systematically assessed

n) the State party recognizes the important role played by non-governmental organizations (NGOs) in carrying out, monitoring, evaluating child rights related programmes and welcomes the inclusion of civil society representatives in the NCWC
c) the Civil Society Act of 2007 may result in restrictions on civil society organizations

n) the National Statistical Bureau is currently developing a database to disaggregate statistics
n) the completion of the National Population and Housing Census in 2005 carried out with the assistance of the United Nations Population Fund (UNFPA)

r) the second periodic report and written replies submitted by the State party and related recommendations (concluding observations) it adopted be made widely available, including (but not exclusively) through the Internet, to the public at large, civil society organizations, youth groups, professional groups and children in order to generate debate and awareness of the Convention, its implementation and monitoring

r) wide dissemination in Bhutan of the present concluding observations in order to make the people, including Government officials, politicians, parliamentarians and women’s and human rights organizations, aware of the measures that have been taken to ensure de jure and de facto equality of women, as well as the further steps that are required in this regard
r) continue to strengthen the dissemination, in particular to women’s and human rights organizations, of CEDAW, OP-CEDAW, the Committee’s general recommendations, the Beijing Declaration and Platform for Action and the outcome of the twenty-third special session of the General Assembly, on the theme “Women 2000: gender equality, development and peace for the twenty-first century”

r) at all time, ensure respect for human rights and humanitarian law aimed at protection and care of children affected by armed conflict
r) provide physical rehabilitation and psychological recovery measures for these children

r) undertake national study on nature and extent of sexual exploitation of children (i.e. sale of children, child prostitution and child pornography), and compile and keep up to date disaggregated data to serve as basis for designing measures and evaluating progress in this area
r) review legislation and ensure that it criminalizes sexual exploitation of children, is gender neutral and penalizes all offenders involved, whether local or foreign, while ensuring that child victims are not penalized
r) ensure that legal procedures are simplified so that responses are appropriate, timely, and sensitive to victims
r) establish rehabilitation and social reintegration programmes for child victims
r) train personnel working with child victims
r) carry out awareness-raising campaigns to sensitize and mobilize general public on child's right to physical and mental integrity and safety from sexual exploitation

r) establish minimum age of criminal responsibility that is in accordance with principles and provisions of CRC
r) expedite promulgation of draft juvenile justice and criminal procedure laws
r) ensure that system of juvenile justice fully integrates into legislation and practice provisions of CRC, in particular articles 37, 40 and 39, as well as other relevant international standards in this area, such as Beijing Rules, Riyadh Guidelines, UN Rules for Protection of Juveniles Deprived of their Liberty, and Vienna Guidelines for Action on Children in Criminal Justice System
r) ensure that deprivation of liberty is used only as measure of last resort, for shortest possible time, is authorized by court, and that persons under 18 are not detained with adults
r) ensure that children have access to legal aid and independent and effective complaints mechanisms
r) consider alternative measures to deprivation of liberty, such as probation, community service, or suspended sentences
r) train professionals in area of rehabilitation and social reintegration of children
r) seek assistance from, among others, OHCHR, Centre for International Crime Prevention, International Network on Juvenile Justice and UNICEF, through Coordination Panel on Technical Advice and Assistance on Juvenile Justice

r) ratify OP-CEDAW and accept as soon as possible, amendment to art. 20, paragraph 1 CEDAW, concerning meeting time of CEDAW
