to Abkhaz de facto authorities:
r) allow persons displaced from Abkhazia to return to their homes in Gali district and elsewhere in territory under their control
r) refrain from adopting measures incompatible with right to return and with relevant international and European human rights standards, and which would endanger sustainability of returns; such measures include imposing Abkhaz "citizenship" on returnees, disproportionately disadvantaging returnees not willing to give up their Georgian citizenship, as well as diminishing their civil rights or creating administrative obstacles
